Health service responsibility is delegated to the provincial and autonomous governments by the Minstry of Public Health. The first point of contact is usually the primary hospitals which are responsible for primary health care, preventative care, planning for local needs and control and supervision of facilities. The health service is financed by the governm,ent, funds from medical co-operative schemes and out-of-pocket payments by patients. |
